Notification issued for second phase of Assembly polls

Chief Electoral Officer, Jharkhand, K Ravi Kumar today said that the notification for the second phase of Jharkhand Assembly elections has been issued. The last date for nomination for this phase is 29 October. He informed that in this phase, Mandu is the largest assembly constituency in terms of area, whereas, Jharia is the smallest. Bokaro is the largest assembly constituency in terms of population and Silli is the smallest. Similarly, Bokaro is the largest in terms of maximum voters and Littipara is the area with the least number of voters. In the 38 assembly constituencies, the number of male voters is 62,79,029 and the number of female voters is 60,79,019. Whereas, the total number of third gender voters is 147. The total number of polling stations is 14,218. Out of these, 2,414 centers are in urban areas and 11,804 polling stations are in rural areas. Whereas, the total number of third gender voters is 147. The CEO was addressing the press conference at Nirvachan Sadan, Dhurwa on Tuesday. He informed that so far a total of 57 candidates have filed nomination papers for the first phase of elections. 32 people have filed nomination on Tuesday. So far a total of 12 cases of violation of model code of conduct have been registered. Process of action on them is going on. Maximum eight cases have been registered in Garhwa district. One case each has been registered in Ranchi, Saraikela Kharsawan, Dhanbad and Simdega districts. He informed that a close watch is being kept on the elements influencing the election activities. A total of 290 checkposts have been set up in the state. Illegal material and cash worth Rs 12.5 crore have been seized so far since the model code of conduct came into force. The state police has made the maximum seizure. During the press conference, a video of a Bhojpuri song related to voter awareness was also released. Its lyricist and music coordinator is Joint Chief Electoral Officer Subodh Kumar. Additional Chief Electoral Officer Dr. Neha Arora and Joint Chief Electoral Officer Subodh Kumar were also present in the press conference. In another meeting with officials of the Vehicle Management Cell Kumar said that on the day of voting, vehicles should be managed with minimum impact on public transport. Efforts should be made that on the day of polling, the common people do not face any difficulty in commuting and the general public life is not affected. He was conducting a review meeting with the Deputy Election Officers of all the districts and the through online medium from the Election House today. He said that the Election Commission of India has also made provisions for acquiring school vehicles for use in election work. These vehicles should be used only for the movement of the polling party, with minimum disruption to the classes of school children. He said that for this, vehicles should be called for election work on the evening of 11 November, 2 days before the polling day, i.e. for the polling to be held on 13 November and school vehicles should be freed from polling work in the morning on the very next day of polling, due to which there may be unavailability of vehicles in schools for only 1 day. Similarly, school vehicles should be used minimally in the second phase of polling to be held on 20 November. Kumar said that in the management of vehicles, ensure the availability of vehicles by coordinating with the nearby districts and nearby states as per the need. Along with this, provide its details in the vehicle management system of the Commission. He said that the report related to the use of vehicles should be submitted to the headquarters as per the stipulated time. All guidelines have been issued for the use of vehicles, work only by complying with them. The rate for their use is also fixed, following which vehicles should be used in election work. Kumar said that in the assembly elections, private vehicles, government vehicles or vehicles provided from other states should be used only as per the provisions mentioned and ensure timely arrangements for their payment by giving its details in the vehicle management system. On this occasion, State Police Nodal Officer A.V. Homkar, Secretary, Transport Department Kripananda Jha, Additional Chief Electoral Officer Dr. Neha Arora, DIG Indrajit Mahatha, DIG Dhananjay Singh along with senior officials of the traffic department along with officials of the Vehicle Management Cell of the Chief Electoral Office were present.
