JHASA writes to Chief Secretary on pending demands

The Jharkhand Administrative Service Association has written to Chief Secretary L Khiangte on their pending demands stating that it has placed the pending issues of its service before various officials of the State Government from time to time. But, except for a few demands, the officers have not received anything except assurances on the main demands. The officials of the association are extremely discouraged by this indifferent attitude of the government and they are angry with the government. The officers body further said that in the name of service restructuring of Jharkhand Administrative Service, the exact model of Bihar Administrative Service is being imposed on them. The association wants to restructure Jharkhand Administrative Service, but it should not be based on Bihar model. Instead of improving the service structure and making it better, the eligibility of promotion of non-state civil service officer to Indian Administrative Service has been waived by the state government. The association strongly opposes this and demands cancellation of the Cabinet decision. The officers of these services will now be able to get promoted to the Indian Administrative Service in just 17 years, whereas it takes more than 25 years for an officer of the State Administrative Service to get this position. Due to these circumstances, the officers of the service, who work hard day and night to implement the government schemes on the ground, are feeling extremely neglected. A meeting of the Departmental Promotion Committee was to be held on 10 September 2024 for promotion from Sub-Divisional Officer to Additional Collector and equivalent level. This meeting was suddenly postponed without any reason. It seems that the officials of the union have to work very hard even for their small matters. If there is no timely promotion, then in such a situation the morale of all the officers is getting badly affected. Apart from this, JHASA has also demanded that : 1. The entire cadre structure should be reorganized by declaring Jharkhand Administrative Service as Premier Service. All the identified posts at the level of Sub-Divisional Officer/Under Secretary should be reviewed and posts at all levels should be designated for Administrative Service. 2. The posts of Head of Department and Deputy Commissioner should be designated for Jharkhand Administrative Service.
