CM launches Upasthiti Portal for Health Dept employees

Chief Minister Hemant Soren today launched the Upasthiti Portal on behalf of the Health, Medical Education and Family Welfare Department to ensure the daily attendance of all doctors, para-medical workers, contract workers and other workers working under the Health Department. Through this portal, cross verification of biometric attendance being recorded by the employees of the Health Department will be done. While launching the portal, the Chief Minister said that the government is committed to improve the health facilities of the state and to provide accessible and better health related facilities to all the people of Jharkhand state. The CM said that the government is constantly making efforts to provide better medical facilities to the people of the state in government hospitals and health centers. In this connection, arrangements are being made for maintenance, repair, medical resources, investigation facilities and medicines to the Health Sub Center, Primary Health Center, Community Health Center, Sub-Divisional Hospital, District Hospital and Medical College and Hospitals. He said that the Health Department should ensure that the patients coming to the government hospital get better investigation and medical facilities. He said that appropriate steps should be taken to make the district hospitals of the state operational 24×7. Under this, there should be a provision of all types of surgeries with specialist doctors in these hospitals, so that there is no need to refer patients to any other hospital. He said that initiatives should also be taken in this direction so that patients can get consultation of specialist doctors in the OPD of district hospitals. The CM made a system to establish 24-hour contact between primary health sub-centers and health centers with district hospitals. So that, if a patient comes to the health centers for treatment and needs better treatment, then there should be a complete arrangement to bring him to the district hospital.   The CM said that the human resources available in the state from primary health sub-center to district hospital should be ensured to be 100 percent useful. Human resources should be provided according to the needs of the hospitals. If there is a need to take the services of doctors and medical personnel from one hospital to another, then appropriate steps should also be taken in that direction. But in this, keep in mind that the medical system of the hospital from which the services of doctors are being taken in another hospital should not be affected. The CM said that often complaints are received that doctors are not available in health centers and hospitals even during duty hours. In such a situation, patients have to face problems. He said that there should be a strong system to monitor the presence of doctors and medical staff in hospitals. He said that like private hospitals, government hospitals should have hospital management system, CCTV and Wi-Fi system and it should be continuously monitored at the district and headquarters level. Health Minister Banna Gupta, Chief Secretary L. Khiangte, Additional Chief Secretary to the Chief Minister Avinash Kumar and Principal Secretary of Health Department Ajay Kumar Singh were present in this meeting.
