Farmers oppose civic chief’s proposed models, some await smart city report

Nashik: The Greenfield development plan has not gone down well with a faction of farmers in the Makhmalabad area who have submitted a memorandum to the civic chief expressing their opposition as the offers being made to them are not feasible.Some farmers are still neutral and are awaiting the report of the survey from the smart city officials.The Greenfield development, under the smart city mission, has been reeling under controversy since a couple of years with farmers vehemently opposing the project as they would have to donate their land for world class infrastructure but would not be getting any compensation. The floor space index offered to them is also not acceptable.Farmer Sanjay Bagul said, “We have been given different offers by the administration for land sharing. We will have to pay development charges up to Rs 2,000 for the 45:55 land sharing.”The land sharing ratio is of 60:40 wherein the farmer donates 40% of the land and pays 5% development charges for which he will get floor space index (FSI) 2. In case of 55:45 land sharing ratio, base FSI 2.5 will be given and farmers can use upto FSI 3. If a farmer cannot use the entire FSI, he can transfer the remaining FSI on payment. He can also get transfer of developmental rights (TDR). In this model, they will not have to pay betterment charges or amenity tax. For 50:50 land sharing ratio, maximum FSI 3 can be given to the farmer. He can get the FSI or TDR certificate. He can load the TDR anywhere in the city or anyone from the city can load TDR here. Farmers will not have to pay betterment charges or amenity tax.The civic chief had worked out these models and presented it to the farmers in February in a bid to convince them to donate their lands.Sachin Jagzap, a farmer from Makhmalabad area, said, “Some farmers gave a memorandum to the municipal commissioner on March 12 stating that 350 farmers are opposing the project on the 450 acre land. As per records with the officials, there are 300 farmers with 7/12 extract and the total land for the project is 754 acres,” said Jagzap adding that they had not yet taken a decision.An NMC officer said they would study the farmers’ issues in detail. “Smart city officials recently completed the survey and in the process of making a report which will also be given to the farmers,” he said.
