Dec 15 last date to submit no-objection proposals for new courses

For the academic session 2025-26, the Uttar Pradesh government has outlined a detailed timetable for the establishment of new colleges and institutions, in addition to the starting of BEd and new undergraduate and postgraduate courses in existing colleges. According to this schedule, the last date for submitting online no-objection proposals for new university courses is set for December 15, 2024. Additionally, deadlines have been fixed for the verification of land records and the completion of various processes, including inspection reports, to streamline the approval process. UP Higher Education Minister Yogendra Upadhyay said that the Revenue department would verify land records from December 16, 2024, to January 20, 2025. No-objection proposals received will be forwarded to respective district magistrates for verification within seven days. The verification report must be submitted online to the respective university within a month. The no-objection orders will be issued online by January 31, 2025. If an appeal is to be made against a universitys decision, it can be submitted to the government by February 10, 2025, with the resolution date set for February 20, 2025. Applications for the formation of the Inspection Board must be submitted by February 28, 2025. It will be constituted by the university by March 5, 2025. The inspection report is to be submitted by April 5, 2025, with affiliation to be granted by April 20, 2025. Any appeals related to affiliation will be resolved by May 31, 2025. Principal Secretary MP Aggarwal instructed the registrars of all state universities to thoroughly verify land-related records, including Khatauni, jointness certificates (Sanyuktata Praman Patra), and on-site inspections. He emphasised that any unreasonable objections would be treated as invalid. For the formation of the Inspection Board, the presence of experts and the member secretary is mandatory, and inspection dates will be posted on the portal. If an inspection does not occur on the scheduled date, the application may be rejected. Additionally, an annual record will be maintained regarding the integrity and conduct of panel members. The Inspection Boards report will align with government orders, and to ensure transparency, the government-constituted committee may also conduct a counter-verification of the report.
