Govt prepares comprehensive plan to connect small SC entrepreneurs with major industries: Hry CM

To promote the growth of micro and small enterprises (MSMEs), Haryana Chief Minister Nayab Singh Saini on Thursday said that the State Government is taking steps towards formulating a comprehensive plan to link small entrepreneurs from the Scheduled Castes with major industries. Presiding over a meeting with the representatives of the Dalit Indian Chamber of Commerce and Industry (DICCI), the Chief Minister discussed various initiatives with them and said that the Government is already running various incentive schemes to promote MSMEs. Now, new schemes are being devised to assist small entrepreneurs from the Scheduled Castes, so they can reach larger markets, improving their economic status, he added. Saini further said that the State Government will collaborate with the Dalit Indian Chamber of Commerce and Industry (DICCI) to develop new schemes, providing opportunities for small entrepreneurs from the Scheduled Castes to move forward. He also directed the concerned officers to study the initiatives run by DICCI and best practices adopted by other states as well. Saini said that the State Government will also provide assistance to young entrepreneurs in exporting their products abroad. He directed officers from the Department of Industries and Commerce and the Department of Foreign Cooperation to prepare a roadmap in collaboration with the Dalit Indian Chamber of Commerce and Industry. The Department of Foreign Cooperation is already running various programs to provide employment opportunities abroad for youths and to assist industrial units in exporting their products, he said. He said that the government aims for more youths to become entrepreneurs, transforming them from job seekers into job creators. Under the leadership of Prime Minister Narendra Modi, the central government is running various skill training schemes. Apart from this, flagship schemes like Stand-Up India and the MUDRA Yojana provide financial assistance to youths for starting new ventures. He further said that the Haryana government has also established the Shri Vishwakarma Skill University, Gurugram in the state, providing skill training to make youths employable. Govt considering giving reservation for Backward Class-B in local bodies and PRIs In another event after receiving a copy of the supplementary report on the reservation proportion for Backward Class Block-B in urban local bodies/municipalities and Panchayati Raj institutions of Haryana from the Chairman of the Haryana Backward Commission, Judge (Retd) Darshan Singh, Saini said that after giving reservation to Backward Class-A in Local Bodies and Panchayati Raj Institutions (PRIs), the State Government is considering giving reservation for Backward Class-B in local bodies and PRIs.  He said that Prime Minister Narendra Modi has secured the rights of the backward class by giving constitutional status to the Central Backward Commission. Special provisions for reservation in educational institutions, including MBBS, Kendriya Vidyalaya, and Navodaya schools, have been made for the backward class. Not only this, the limit of the creamy layer has also been increased from Rs 6 lakh to Rs 8 lakh. Similarly, the double-engine government in Haryana is also providing rights to the people of the backward class, he added. Gram Panchayats can now get works up to Rs 21 lakh done from State fund Meanwhile, a government statement said that Chief Minister has fulfilled his promise by allowing Panchayats to carry out works up to Rs 21 lakh at their own level. Now taking a step further, he has now granted Panchayats additional autonomy by approving works up to Rs 21 lakh to be funded from the State Fund as well.  The Development and Panchayat Department has issued a circular outlining the new guidelines for the execution of development works by Panchayati Raj Institutions. This move is expected to strengthen local governments and expedite development projects in villages.  The statement further said that the government had already permitted Panchayats to undertake development works estimated up to Rs 21 lakh without a tender process using funds from the Gram Nidhi, Samiti Nidhi, or Zila Parishad Fund. Now with the decision to get additional works done from the State Fund as well, there will be no shortage of funds for development works.
