With the completion of two phases of election nomination in the state and the approaching time of voting, the focus of the Election Commission has increased on peaceful elections. Regarding this, the Election Commission has told the collectors that along with monitoring through web casting or CCTV cameras, micro observers will also be deployed at every critical booth for fair and peaceful elections. The Commission directs that non-CAPF (Central Armed Police Forces) micro observers can also be appointed to important polling stations on the day of polling. According to the Election Commission, micro observers will keep an eye on every activity on the voting day at critical booths. His job is to see that the election process is conducted in a fair and free manner and that the voting process is not corrupted. Micro Observers will be in constant touch with the General Observer appointed by the Election Commission on the day of polling and will inform the General Observer directly through mobile phone or wireless or any other means of communication about every activity affecting the voting. After the end of voting, the micro observers will submit their report in a sealed envelope in the prescribed format to the general observers only. In those districts where micro observers are not available, they will be able to call from neighboring districts. The Election Commission of India has said that micro observers can be made by employees of the Central Government or Central Government Undertakings. These employees will not be of lower category than Group C. Such employees can be appointed as micro observers at polling stations in the district of their residence. In a situation where sufficient number of Central Government or Central Government Undertaking employees are not available to be appointed as Micro Observers in the district, then Government of India or Central Undertaking employees posted in neighboring districts can be made Micro Observers. Will have to reach 90 minutes before, and will give a report of every activity to the observer. According to the Election Commission, micro observers will be given training about voting related rules and procedures. They will also be trained about the tasks of observation that are expected of them and the method of report that they are expected to submit. The Commission has said that micro observers will have to reach the polling stations 90 minutes before the polling day. Micro Observers will keep an eye on the preparations for voting at the polling stations, the facilities available at the polling stations and the entire process from the mock poll to the start and end of the actual polling. He will be in constant touch with the General Observer appointed by the Election Commission on the day of polling and will submit his report directly to him. According to the Election Commission, while deploying micro observers at critical booths, it should be kept in mind that instead of the constituency in which they are residents, they should be deployed in another constituency. Like polling personnel, deployment of micro observers at polling stations will also be done through the process of randomization. They will also be given the facility to vote through postal ballot for election duty certificate.
