Most Rajasthan districts record less than 5 completion of 100 work days under MGNREGA Progress report

JAIPUR: An abysmal 2% of households in Rajasthan managed to complete 100 days work under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) for the current year, up to February 14, reveals the district-wise progress report compiled by the state’s rural development department.Almost all districts in the state, barring Baran and Udaipur, reported less than 5% (grade E) in the ‘percentage of families completing 100 days of work against the number of active job cards’ parameter for the period. Baran (7.5%) and Udaipur (5.8%), which topped in the category, only managed a grade D.With 25% as the benchmark, the grading system for the parameter puts ‘above 20%’ in grade A, ‘15-20%’ in B, ‘10-15%’ in C and ‘5-10%’ in D. The average grade of the state as a whole came to 2%. So, we need to see what the turnaround rate would be after the start of the new government’s ‘Kaam Maango Abhiyaan’,” said Nikhil Dey of Mazdoor Kisan Shakti Sangathan (MKSS).The state has come a cropper in all other parameters also such as the ‘average days of employment’, ‘average wage rate’, ‘geo tagging’, ‘completion of work up to 2017-18’, reporting an overall average of E. In the sensitivity index category, which looks at work days of the SC/ST community, the overall state average stood at D (26%).The state averaged A (67%) only in the ‘agriculture and allied activities’ category and B (54%) in the ‘natural resource management’ (NRM) category.In the ‘person days generation’ category (the number of persons involved in work multiplied by number of days worked), the average grade of the state is B (70%). Fifteen districts which recorded B in this category are Alwar (72%), Banswara (76%), Barmer (81%), Bundi (78%), Bharatpur (73%), Jaisalmer (80%), Bikaner (73%), Churu (72%), Kota (76%), Dungarpur (73%), Hanumangarh (73%), Jalore (75%), Jodhpur (77%), Karauli (77%) and Ganganagar (74%). The rest, including Jaipur (52%), were graded C (50-70%) in the category.In the ‘timely payment’ category, Bharatpur (99%), Hanumangarh (96%), Jhunjhunu (96%), Sawai Madhopur (98%) and Sikar (100%) have been graded A (above 90%), while the rest have been graded B (80-90%) and C (70-80%). The average grade of the state in this parameter is B (84%).The 10 parameters for rating the districts under the MGNREGA scheme were: timely payment, percentage of families completing 100 days of work against number of active job cards, person days generation, sensitivity index, average day, wage rate, geo tagging, completion of work up to 2017-18, agri and allied activities, and NRM works.On the impact of the progress report, social activist Nikhil Dey said, “The district-wise progress report is a good initiative. It has not been done before. It should have been done from the beginning of NREGA . It’s good because it does a district-wise and block-wise comparison. It is a very good tool. We had suggested that there should be an exhaustive baseline, which they have produced. We need to watch the improvement month after month.”
