GREATER NOIDA: Gautam Budh Nagar’s irrigation department has lodged a police complaint against two residents of Parthala village building a boundary wall in the flood plains of the Haibutpur village in Bisrakh area.Citing the NGT order against construction in floodplain area, irrigation department officials of the hand works department, Agra Canal , Okhla have asked the GB Nagar police to lodge an FIR against the accused.The accused Gajraj Singh and Satish Yadav who own the plots in the village will be booked for allegedly violating the NGT order stating that the any such construction in floodplain area was illegal.In their letter to the Phase III police which will has been forwarded to Bisrakh police station area, the department has alleged that the accused are plotting the area for constructing commercial and residential entities in the area where the land use is agriculture.According to the complaint given to the Phase III police station by officials of the irrigation department, the duo Gajraj Singh and Satish Yadav have been involved in illegal construction in the floodplains of the Amenabad embankment in plot number 448 M of the flood plan zone in Parthala Khanjarpur.“Fooling people by lying to them and converting the land use of the floodplain which is meant for agriculture by making illegal houses/ illegal residential construction but permanent construction is being carried out for financial gains harming the milieu of the Hindon river and also harming the fauna of the area and putting the residents of the area in the danger of flood. Despite knowing that the river’s course will change by the illegal construction and in future, public order will be disturbed in case of a flood situation like that of 1978 and possibility of harm to the public and property,” the complaint reads.Subhash Chandra, seenchpal, hand works department, Agra canal, Okhla told TOI that the duo had constructed a boundary wall in four bighas of the floodplain land in Haibatpur area.“About a week back, we demolished the boundary wall in the floodplain which was constructed in the Amenabad pushta across the Hindon. We had sent the police complaint to the Phase III police station but we were later informed that the area falls under Bisrakh police station. We will now send the complaint to the latter,” he said.The irrigation department said that an FIR be lodged against the protection of the embankment, preservation of the living character of the Hindon river and for saving innocent public from monetary harm, so as to avoid from any kind of loss to the public and property.The complaint also mentions about the UP government’s order dated March 16, 2010 warning against illegal construction/encroachment on the banks of the rivers and display of the floodplain as flood-prone area and which emphasises that “any kind of construction in the area is unauthorised.”Further, no NOC will be issued for any construction in floodplain area neither will any map be sanctioned for any kind of construction, the order states.The NGT had issued and order against the construction on May 20, 2013 following which, an order by the UP government directed the SSP/SP concerned to remove the illegal construction from the floodplain areas.Phase III SHO Akhilesh Tripathi said that they have received a complaint from the department and the same has been forwarded to the Bisrakh police station.
