Ananth Kumar , a cab driver, said: “There is no emission centre that complies with charges prescribed by RTA. They charge whatever they like, and I doubt if the pollution certificate we is a genuine one. There are several vehicles that are PUC certified but are seen emitting black smoke that can almost blind you.”As per RTA rules, two wheeler cannot be charged more than Rs 35 and four-wheeler’s cannot be charged over Rs 50. However, a visit to any of these mobile emission testing centres proves that rates are almost three times the prescribed fee, and vary from one centre to another.To make matters worse, most such mobile units are operating without a licence, RTA activists said.M Dayanand, general secretary, Telangana Auto and Motor Welfare Union, said, “If RTA gives licence for one emission testing unit at a particular location, the licence holder is setting up at least five to 10 vehicles illegally at different locations across the city. The RTA needs to have a software that links every single mobile testing unit to a main centre to curb irregularities.”An attempt to check the devices installed inside mobile testing units revealed that some were not even working properly, and operators were hesitant to show their licences. To curb this problem, the Telangana Road Transport Authority officials have informed that they will soon have their own pollution testing centres at all its offices across Hyderabad and Ranga Reddy districts.Sunil Sharma, principal secretary (transport), said, “Pollution testing units will be opened in all 11 RTA offices in both the districts. With this, the problem of mobile emission testing vehicles that are parked on roads and obstructing traffic will be reduced. We are planning to set up these centres only at RTA centers and petrol pumps were they are easily accessible. With this, the problem of centres without licenses will come down gradually.”
