GMDA sets up residents’ council after 1.5-yr delay

The fact that it took almost a year and a half for the RAC to become functional is unfortunate,” said a source within the Authority. “One of the pillars of the GMDA Act is public participation. The RAC can also make suggestions for more plans other than monitoring development.The delay in constituting the RAC is significant because one of the tenets of the GMDA Act is public participation in planning and decision-making.

GURUGRAM: A year-and-a-half after it was formed, Gurugram Metropolitan Development Authority ( GMDA ) has finally started work on setting up a resident advisory council ( RAC ).The Authority has displayed a list of resident welfare associations (RWA) shortlisted after an initial screening and draw of lots, which happened in January As per GMDA officials, they had received applications from 13 RWAs for inclusion in the council. Of these, four were declared ineligible, including Joint Action Forum of Residents Associations (JAFRA), Palam Vihar Residents Association, Malibu Towne Residents Welfare Association and RWA Ambedkar Nagar.Most of the rejections were because the applicants are joint associations, and/or don’t have websites. “A list of selected RWAs has been put up on the GMDA website. Anyone can submit a petition against them, said a senior GMDA official, adding petitions can also be submitted to the GMDA deputy secretary.RWAs were selected under three categories — RWAs of sectors originally developed by HSVP, under which Kendriya Vihar Apartments Owners Welfare Association was selected; RWAs of areas developed in licensed areas, under which seven RWAs were selected (South City 2, Palam Vihar, Regency Park 1, Central Park 2, DLF Qutub Enclave, DLF City and Wellington Estate in DLF Phase V); and RWAs of societies developed by MCG , under which Swaroop Garden was selected.Besides these, the council also includes the MCG commissioner, deputy commissioner, Huda chief administrator and other government officials. As per Section 11 of the GMDA Act, the RAC is supposed to monitor implementation of its annual plans under the heads of infrastructure development, mobility management and sustainable management of urban environment, for which separate committees are supposed to be formed.
