Rules thrown under the bus: How interstate carriers are wreaking havoc on Delhi roads It’s around 9pm and the bus stop opposite the Akshardham temple in east Delhi is teeming with passengers. Heavy baggage in tow, NEW DELHI: Following a report by The Times of India on March 12, Delhi government’s transport department has started a crackdown on private buses plying on interstate routes and illegally picking up passengers from unofficial stops.TOI had reported that while buses, ferrying passengers from Delhi to other cities, are only supposed to pick up and drop passengers at the three Inter State Bus Terminals at Kashmere Gate, Sarai Kale Khan and Anand Vihar , many ‘unofficial’ ISBTs have cropped up in Delhi in areas like Majnu Ka Tilla, Akshardham, Dhaula Kuan, Mayur Vihar, Red Fort, R K Ashram Marg, Fatehpuri, Tis Hazari, Vidhan Sabha Metro Station, Karnal Bypass, etc. These illegal pick-up points have become unofficial bus terminals.A day after TOI’s report was published, the enforcement wing of the transport department started a drive against these private buses illegal picking up passengers from different parts of the city. From March 13 to March 18, the department impounded 756 private buses, which have been kept at the Sarai Kale Khan ISBT. “The special drive is being carried out following directions from the office of the lieutenant governor and all our teams are deployed for the same. Even though the drive is still on, we are now running out of space to keep the impounded buses,” an enforcement official said.“In the past one week, we have taken strict action against such buses and a number of them have been impounded,” said K K Dahiya, special commissioner (transport). “We impose a fine of Rs 5,000 on them, but it is hardly a deterrent. A long-term action is needed from the respective state transport authorities, who give these buses their permits,” he added. The department has already written to authorities in Uttar Pradesh and Rajasthan to cancel the permits of buses flouting permit conditions. “These buses run on contract carriage permit, which allows them to book a group of passengers from one point to another and they can’t pick up and drop passengers at multiple stops. They also don’t have permits to operate from ISBTs, which only allow buses from state transport corporations to operate,” an official said. These buses offer more comfort and luxury compared to the state transport corporation buses and have competitive pricing, making them popular among passengers, the official explained. While the transport department has woken up to the problems caused by illegal interstate buses , usually all traffic rules seem non-existent for them to run on Delhi roads. They stop anywhere on their route to pick up and de-board passengers or overtake other vehicles from the wrong side of the road.Almost all such buses are also modified to add an extra level called ‘sleeper class’ on their roof to accommodate more passengers. This can make them unstable and prone to toppling.
